Bassett Creek Office Centre
Client: Owner and developer
New office development on a highly problematic site left vacant for over 20 years due to asbestos demolition fill.
Site investigation using a combination of prior and recent soil borings and test pits confirmed over 100,000 cubic yards of regulated asbestos containing materials overlying organic soils across 13 acres. Cleanup estimates were approaching $10M, cost-prohibitive in combination with soil correction. Vieau Associates worked closely with the design, construction and geotechnical team members to devise a development solution involving consolidation of contaminated materials, surcharge and deep foundation elements. We then negotiated with the Pollution Control Agency and Dept. of Health to secure special approvals for grading and emissions controls and capping, successfully reducing environmental costs below $3M. Working closely with the City and design team, Vieau prepared grant applications, which awarded the project nearly $2M in cleanup grants from three agencies over two grant application cycles. Vieau conducted all cleanup monitoring and regulatory reporting, and administered all cleanup grants for the City. The site is ready for new development.
