As of November 1, 2006, parties must comply with the requirements of the All Appropriate Inquiries Final Rule, or follow the standards set forth in the ASTM E1527 Phase I Environmental Site Assessment Process, to satisfy the statutory requirements for conducting all appropriate inquiries. All appropriate inquiries must be conducted in compliance with either of these standards to obtain protection from potential liability under CERCLA as an innocent landowner, a contiguous property owner, or a bona fide prospective purchaser. —epa.gov
Phase I Environmental Site Assessments
Phase I Environmental Site Assessments are at the heart of Vieau Associates.
Our President, David Vieau, has been performing environmental site assessments since the introduction of the Innocent Landowner Defense in the Superfund Amendments and Reauthorization Act in 1986. Mr. Vieau was involved with development of the first ASTM Standard Practice E1527 published in 1993. He has served as a national instructor of the ASTM Standards for environmental site assessments since 1994. Few professionals have as strong an understanding of the precepts of All Appropriate Inquiries and distinguishing Recognized Environmental Conditions.

Phase II Environmental Site Assessments
Phase II investigations are intended to confirm or refute suspect conditions. Sampling and testing strategies can be highly variable, including soil, groundwater, soil vapors and building surfaces or materials. To ensure results are objective and defensible, we adhere to the principles set forth in the ASTM Standard Practice E1903.
Our Environmental Professionals have the training and experience expected to not only properly execute technical protocol, but also appropriately address sensitive issues such as confidentiality, regulatory reporting and risk exposures. We are adept at handling transitions from one party to another.
